Chocolate can’t take much heat before scorching while caramel needs quite a bit of heat to melt. You could try it, but I expect you’ll probably be disappointed. Besides, it’s pretty small and each apple will use quite a bit of caramel, so you’ll probably spend a lot of time waiting for more caramel to melt. I think your best bet is a bain marie (aka. double boiler)
If you don’t own a double boiler, you can improvise. Just put your caramel in a metal mixing bowl that it just barely fits in. Then, find a pot that fits the bowl well. Put some water in the pot, put the bowl on top, and heat it over low heat, stirring occasionally, until the caramel starts melting. Then, adjust your heat to be as low as possible while still keeping the caramel melted enough.
